We have done all of this before...it doesn't work. You either provide housing, food, clothing, money and/or jobs for people...or you don't. And if you don't want to do that, then don't complain about the current state of affairs. Providing half-assed assistance will only encourage the situation that has existed in this community for decades. In other words, fish or cut bait. Either way, it takes some intestinal fortitude...something that always seems to be in short supply.
