How does the State of Utah feel about banding together with its numerous religious leaders to put a stop to men that cannot control their bodily urges. In a state that prides itself on chasteness in not drinking, smoking, even using caffeine, why not spend some money on the ROOT of the criminal behavior, instead of playing catch up later with police investigations, medical examinations, surveys and statistics.
If a person in the ribbon of legalities that a victim must travel, doubts or discards or simply does not legitimize the victims report, if he or she would think about the fact that one of their friends or family members is either a perpetrator or a victim at some point (according to the statistics the vast majority are not brought to light), they might find it vastly important to make greater efforts to PREVENT the crime. Sweeping up broken glass is not good enough.
The community must do this together. Educate men to respect other humans in general. The secretive practices of religions and mentality of male chauvenists perpetuates this violence.
