I think trying to get children or adults to avoid making negative character judgements about people based on stereotypes is difficult if you ignore the fact that there are legitimate stereotypes. This movie understands the nuance and plays to it. The various climatological zones in Zootopia are clearly for the comfort or survival of the citizens that live in each borough, their relevance to the story was obvious.
