Two New Doctors Disciplined by State Regulators

Late last month, two new Utah doctors were disciplined by the state and added to the City Weekly doctor-discipline database.---

According to the Utah Division of Occupational and Professional Licensing, Edmund Chein, a doctor practicing primarily out of Palm Springs, Calif., had his Utah license to practice and administer controlled substances placed on probation following an August disciplinary action from the California Medical Board. 

Two new doctors were also disciplined by DOPL. Salt Lake City doctor Bernard Grosser was cited for unprofessional conduct when he had an “inappropriate relationship with a former patient.” Grosser surrendered his licenses and can’t reapply for a period of 10 years.

David Richard Hillam, a Provo doctor, had his licenses suspended for having a sexual relationship with a patient, though at the time of his discipline he neither affirmed nor denied the allegations.
