New Doctor Added to City Weekly's Doctor Discipline Database

December 2011 saw some changes to City Weekly’s list of doctors in the state who have faced official discipline. One doctor got a renewal denied, another doctor couldn’t hack probationary requirements and surrendered his license. Another had her licenses reinstated and another had his license revoked for “use of intoxicants, drugs, narcotics or similar chemicals.”---

According to the Utah Division of Occupational and Professional Licensing’s discipline newsletter, John Edwin Gambee from Oregon had his license renewal denied in Utah as of Dec. 21, 2011, for discipline from Oregon. Meanwhile, Kittya Nmi Paigne had her full license reinstated after being on probation since 2008 for actions in California that constituted “negligence and incompetence.” Robert Finnegan, a Salt Lake City MD, surrendered his license to practice and administer controlled substances on Dec. 21, 2011, after being unable to comply with probationary conditions imposed in February 2011 when he was disciplined for failing to keep accurate records of his controlled substances and prescribing excessive amounts of controlled substances to a patient.

New to the database is Robert Ian Simpson, a Salt Lake City doctor whose license was revoked Dec. 21 for conduct involving drugs, alcohol and other intoxicants. His license to practice will be suspended until he meets certain conditions of his order; afterward, he will be on probation for five years with conditions.
