Cartoon villains named Whiplash

Turns out Dudley Do-right's archnemesis Snidely from The Rocky and Bullwinkle Show isn't the only evildoing Whiplash in cartoon history. ---
Meet Clutch Cargo, a hero whose adversarial duo, Whiplash and Victor, leave way too much fuse on their coconut bombs.
