U.S. borders or in U.S. territories to be considered a citizen.Chaffetz argues that the U.S. Constitution's 14th Amendment, which says that all people born inside the country are citizens, is "being abused.” He said "Becoming a United States citizen is valuable and should be earned." He does admit that, with the democratic congress, it doesn't have a chance of passing anytime soon.
