What's the Deal With Parking Meters?

Why is it that the parking meters downtown can't tell time? I put in two hours' worth of change and got a ticket an hour later! And I see the parking enforcement people going around the same block marking tires like it was a contest.
I blame it all on daylight saving time and the economy. The city is hard up for money, so they give the meters a commission if they expire as soon as you walk away.
