As a neighbor, I can attest that every reasonable request to minimize the incessant noise was ignored by Ms. Saputo for a period of at least two years.
The impact this has on a persons day to day life is hard to quantify. Imagine how difficult it would be to enjoy your home, read a book, watch a television show, or try to sleep when forced barking is coming directly in to the home at all hours of the day.
In an attempt to resolve the barking problem, neighbors were required to maintain meticulous barking logs for seven days for EACH case filed with Animal Control. It took hours each week to complete the logs and provide witness statements. Multiple case logs were filed with Animal Control for a months at a time.
Ms. Spauto received several tips and warnings by Animal Control to help her reduce the noise. Unfortunately, this did nothing to improve the situation and she was eventually cited for neglect and incessant barking nuisances.
In my opinion, this is not a dog problem. This is a dog OWNER problem.
Every opportunity was provided for Ms. Saputo to change her behavior and she chose not to for years. These dogs deserve a responsible caring owner who will provide a loving home and care about their best interests.
