It seems to me that a quick solution to air quality in Salt Lake City would be to reduce all monthly Utah Transit Authority fares to about $30 per month or less.

UTA income should increase as UTA riders increase or double, and more Trax trains could be added to the existing system.

Free fares throughout Salt Lake City would also reduce pollution if air quality is more important than public-transportation profits.
