Thank you for the article about Judge Michael Kwan’s justice court in Taylorsville [“Judge Dread,” March 25, City Weekly]. It really is about time. However, as much as I enjoyed the article, I found it woefully under-informative.
The author barely touched on the fact that Judicial Supervision Services has a monopoly. They are the de facto supervision unit and treatment provider. JSS does not allow “clients” to complete cheaper or more effective treatment elsewhere—it’s only through them. With more than a thousand clients, I had to laugh out loud that Karina Jackson declined a year’s salary in deference to her “clients” needs. Yeah, right!
Judge Kwan only uses JSS—sending what percentage of “clients” to JSS? 100 percent? The “client” pays JSS a monthly fee for monitoring, monthly fees for drug/alcohol testing, fees for classes and treatment.
Who recommends that the client stop paying JSS? Oops, I mean, who recommends that the client has successfully completed his/her court orders? Yup ... JSS.
Who’s monitoring Judge Kwan and JSS?
What benefit does Judge Kwan receive for exclusively using JSS? Makes one wonder.
Keeping the poor in financial bondage until they are wrung dry is the apparent JSS motto. Keeping JSS “in the money” appears to be Judge Kwan’s credo. How about this: Leave treatment to the treatment experts, and leave the quasi law enforcement to the private probation people. Shame on Kwan and a system that allowed this to happen.

I am currently a "client" and every month I have to meet with karina to evaluate how I'm doing. However, she will not see anyone if you do not pay the $30 required to see her before time. Total abuse of power, too much power turns corrupt. One year of this program coats roughly $2000 aside from court fines
This place is a JOKE! When I was sentenced, they had a JSS worker sitting in the court room with the documents ready for me to sign!! What a sham! I can't beleive the state of Utah has allowed this to go on this way, and for so long. There is a tremendous Civil Rights issue here people, and we need to wake up and stand for our rights. This is a Monopoly, plaine and simple. I wish I could say otherwise, but I can't. This is a indicator of what we have allowed our state to become.
I am in the JSS System as well, and my court agreement was for once a month testing, which i have taken, but have my tests monthly and they have said that i intentionally miss them and are now trying to take legal actions. I plan to counter sue and bring them the Justice THEY deserve.. The place is run by greedy red-head family who does not care or value the relationship they have with their clients who "Randomly" are sent to JSS..
I'm here guys and I'm ready to fight back against the system. This is 100% against our Constitutional Rights and Im ready to fight this in supreme court if nessesary.

I am wondering why no one has invesigated to see how Judge Kwan is involved with JSS. Is he profiting from this so called treatment? It is an absolute conflict of interest for JSS to be doing evalutations and then reccomending treatment that puts money in the pocket of JSS. Of course they are going to reccomend the maximum possible for everyone they can. This is a real money maker! Everyone should stay out of Taylorsville. I do not believe that being sentenced to JSS has anything to do with treatment it has to do with revenue! What is wrong with the government in this state allowing Judge Kwan to continue his reign of terror on poor unsuspecting children who think the court is going to give them a fair chance? He came up with the idea to let Taylorsville give him a chance to generate more revenue in order for him to keep his job! What on earth could be a bigger conflict of interest than that? I am going to call my legislator and the Governor and ask for a full invesgation. I cannot believe there has not been one already! Warning to any minor out there that gets a drinking ticket in Taylorville, do not go to this kangaroo court without a lawyer! In the long run it is going to cost you way more to see Judge Quan than to get a lawyer!!! Please Utah Goverment put a stop to this mess!!!!!
