The first weekend in August brings the annual two-day Park City Kimball Arts Festival, an event that attracts more than 200 artists and a respectable roster of musical talent including the Debi Graham Band, The Legendary Porch Pounders, Zion Tribe and Fat Soul. Estimates of attendees range anywhere from 40,000 to 100,000 depending on who you ask. To Park City employees, the nuts and bolts of hosting an arts festival is a paint-by-numbers proposition. Park City Manager Tom Bakaly breaks it down:

nn

Number of Main Street residents who complain about noise or inability to access their property?

nn

About six per day over 10 days of preparation = 60 complaints.

nn

Amount of garbage generated by the festival?

nn

Approximately 120 cubic yards of trash.

nn

Number of police overtime hours?

nn

Total Park City Police overtime hours = 220 hours (24 positions). 600 hours of additional contract police (mostly traffic control).

nn

Number and types of criminal acts during the festival?

nn

There were four arrests in 2005: one burglary; one warrant arrest; two possession of controlled substances. Five parking tickets were issued by police; 20-30 from parking enforcement.

nn

Number of cases of heat stroke?

nn

Three to four per day need medical assistance for dehydration.

nn

Number of tax dollars expended on behalf of the arts festival? Number the city takes in?

nn

Approximately $45,000-$90,000 in tax dollars spent. Roughly $90,000 in sales-tax revenues.

nn

Number of public meetings spent discussing the arts festival?

nn

At least 12, and countless e-mails.
