What about the oversight by the board members, it has been over four years that this program has been happening, where were they in their function? I would say that as a retired firefighter I fully understand the concern of the line firefighter over this issue of incentive pay versus the denial of longevity pay for those topped out. It seems to me that if a contractual agreement had been drawn up, then none of this would be in question. When it hides in the shadows it become nefarious.
